The NEA is a joint venture between Balfour Beatty and MJ Electric, a Quanta Services company to support the delivery of National Grid’s U.S. electricity transmission capital investment program in New England. The five-year contract is for the design and build of substations and transmission lines in the New England region (Massachusetts, Rhode Island and New Hampshire). The contract covers overhead line and sub-station electrical work for new build projects.

Responsibilities:

The Staff Account shall have responsibility for working on a variety of financial activities of the Joint Venture, including, without limitation:

  • Assist in maintaining the financial records of the Joint Venture in accordance with GAAP, through support functions providing services in the following areas
  • Invoicing
  • Accounts Payable
  • Payroll
  • Trial Balance and General Ledger
  • Bank Reconciliation.
  • Assist with the preparation of budgets and operating reports
  • Assist with preparing the detailed Project cost forecasts.
  • Analyze JV financial reports for variances from forecasted, budgeted, and benchmarked performance
  • Review operating expenses
  • Other tasks and special projects as required.
Required Experience
  • Associates degree in Accounting or Finance.
  • 0 - 5 years of accounting / financial experience.
  • Knowledge of Generally Accepted Accounting Principles (GAAP).
  • Ability to collect and assemble data for the development of financial reports.
  • CGC Accounting Software Experience, or demonstrated software proficiency preferred
  • Excellent MS Excel, PowerPoint, Word and financial modeling skills.
  • Knowledge of commonly used concepts, practices and procedures.
  • Ability to work with a high degree of detail and accuracy required.
  • Ability to communicate effectively with operations.

We are looking for an experienced Administrator to work within our contract offices in Northborough. You will be responsible for providing administration support and co-ordination to the NEA Joint Venture team.

Key duties include:

  • Type up reports and routine correspondence.
  • Screen and respond to all incoming telephone calls and take action as appropriate
  • Open and distribute post.
  • Implement and maintain the office filing system.
  • Make all travel arrangements for NEA Senior Management.
  • Co-ordinate travel arrangements for stakeholders visiting the NEA (from various countries) including hotel bookings, airport pick-ups and accommodation.
  • Make arrangements for any meetings required by the NEA Management team.
  • Undertake projects and research, which might require contact with external agencies, as required by the NEA
  • Senior Management team.
  • Data input and maintenance of various systems including Finance, HR and Supply Chain. vOperate standard office equipment such as word processor, photocopier, etc.

Skills required:

Planner
Northborough, MA

We are looking for an experienced Planner to work within our contract offices in Northborough. You will be responsible for:

  • Creation and maintenance of Project Program Plans in respect Power Transmission and Sub-Station works at designated sites and assist operational and commercial management of such works.
  • Ensure that site-specific project plans are aligned with the requirements of the current Work Book Scopes and target program.

Key duties of the role include:

  • From instructions provided by Senior Planner, develop task listings, linkages, durations and resource/finance assignments where applicable within the Alliance standard planning tool (Primavera).
  • Ensure that any scheduling/planning issues arising from the scope provided are highlighted / clarified and accounted for in the project plan for each site.
  • To develop specific work packages into an overall project plan encompassing each site within a given annual work book and aligned with the regional and national programs for Transmission Works.
  • To produce reports from the planning tool to allow progress to be assessed and exceptions to be reported for onward reporting to the Project Managers, and for any other reports as may be required.
  • To set up and maintain strong communication links to the clients project team members and supplier organizations, such that progress details are received, and risks to timescales are identified in a timely way.
  • Ensure that timescale and other project risks in relation to each site, or batch of sites, are communicated to the Project Manager, and highlighted to the Risk Analyst within the Alliance team.
Scope:
  • Responsibility for ensuring that the project plans for the Works are created and updated; and issues arising highlighted to the project team.
  • Liaison with the Program team to ensure plans are aligned as required by regional and national transmission programs

Skills required:

  • An engineering Degree level qualification would be preferred although not essential
  • At strong technical knowledge and expertise within a power transmission or major construction project environment
  • Proven project planning and analysis skills, gained within a multiple-site rollout.
  • Interpersonal and communication skills, with a focus on team cooperation.
  • Understanding of construction techniques and systems relevant to power transmission and sub-station installation/construction work
  • Focus on Health and Safety and the project plan implications of safe working on all sites.
  • Technical and practical ability in relation to the use of main-stream project planning tools including but not limited to:

Senior Planner

Cost Engineer
Location : Northborough, MA

We are looking for a highly motivated and enthusiastic individual to work as directed by the Senior Cost Engineer ensuring that all operations are carried out in a cost effective manner and maintain the highest standard of quality and safety.

Key Accountabilities:

Operationally responsible for controlling cost maximising value and minimising future liabilities. Influence and advise operational staff on the cost implications of operational decisions in order to achieve the project objectives.

Key Duties:

  • Timely agreement of weekly cost and value reports
  • Record scheme and gang production and profitability
  • Collate financial information for audits
  • Assist in the change management process
  • Administration of subcontractors
  • Ensure that subcontract payments are calculated in accordance with procedure
  • Report all accidents, dangerous occurrences and near miss incidents on the company statutory forms
  • Maintain and keep up to date Contract files
  • Maintain good relationships with Head Office, site personnel and when visiting clients and public
  • Keep Senior Cost Engineer informed with respect to contract correspondence and prepare draft response where appropriate
  • Ensure that all site staff understand the contract documents, in order to satisfy the client’s requirements
  • Monitor progress against the contract schedule
  • Monitor the contract costs and values
  • Assist in compilation of Target Prices and Final Accounts
  • Ensure achievement of performance targets and KPIs for teams are in line with the baseline program
  • Assist in effective project close-outs, including final costing, performance analysis, reporting, and final acceptance of projects.
Skills Required (knowledge / qualifications / experience):
  • Construction background preferred; Substation or Transmission Line construction experience a plus.
  • Bachelor Degree in Engineering, Business Administration or equivalent is desirable but not essential
  • Ideally hold a qualification in Cost Engineering or similar.
  • Proficient in general IT applications such as MS Word, Excel, Access etc
  • High degree of cost and value awareness
  • Broad experience of working on major projects covering similar if not related engineering disciplines
  • Familiarity with cost estimating processes, procedures, and tools in establishing price/target costs
  • Proven experience of working within a team environment
  • An ability to communicate with people at all levels is essential.

Senior Cost Engineer
Location : Northborough, MA

We are looking for a highly motivated and enthusiastic individual to manage the cost engineers within the respective operational areas and ensure maximum value is attained and all submissions are correctly prepared / signed off and meet customer requirements.

To work as directed by the Commercial Manager (Operations) ensuring that all operations are carried out in a cost effective manner and maintain the highest standard of integrity, quality and safety.

Key Accountabilities

Manage transmission and substation construction cost engineers with responsibility for controlling cost, maximizing value and minimizing future liabilities.

Influence and advise operational staff on the cost implications of operational decisions in order to achieve the project objectives.

Provide accurate and up to date Management Information; ensure contract financial transactions are completed on time in accordance to contract terms. All claims and disputes are resolved in an amicable and timely fashion making sure that subcontractor and supplier payments are expedited.

Key Duties:

  • Oversee all commercial aspects of the contracts
  • Monitoring / scrutinizing weekly cost and productivity
  • Highlighting areas of concern / loss on any part of the contract
  • Oversee all contractual issues
  • Manage Cost Engineers on the contract
  • Timely production of accurate internal accounts and internal/external reports/audits
  • Robust and up to date change control systems
  • Risk and Issues register frequently reviewed and updated
  • Provision of change control advice to Project Teams
  • Management of subcontractors

Estimator - Power Transmission and/or substation
Location – Northboro, MA

We are looking for a highly motivated and enthusiastic individual to prepare cost estimates for power transmission and/or substation construction projects to aid management in bidding on or determining price.

Essential Job Duties:

  • Review proposal or project specifications, drawings, attend pre-bid meetings, etc. to determine scope of work and required contents of the estimate.
  • Assess cost effectiveness of projects, tracking actual costs relative to bids as the project develops.
  • Consult with clients, vendors, personnel in other departments and construction team to discuss and formulate estimates and resolve issues.
  • Confer with engineers, owners, contractors and subcontractors on changes and adjustments to cost estimates.
  • Review and incorporate historical data from past projects, subcontracts, productivity analysis reports, etc. into unit and man-hour figures.
  • Prepare estimates by calculating the complete takeoff of the scope of work. Coordinate total estimating effort relevant to a particular bid / project.
  • Review all final estimate packages with personnel prior to formal quotation, to insure accuracy and completeness.
  • Participate in bid strategy and presentation meetings as requested.
Skills and Experience required:
  • Degree in construction management, engineering or technical specialty or equivalent combination of technical training and experience.
  • Estimating, cost control and/or engineering experience related to outside power transmission and/or substations.
  • Advanced knowledge of estimating techniques and ability to interpret computerized cost data and systems.
  • Proven track record estimating large scale projects over 25 million
  • Ability to estimate projects with voltages ranging from 115kv to 500kv
