Balfour Beatty Infrastructure, JV partner win San Antonio toll project

(SAN ANTONIO) - Balfour Beatty Infrastructure, Inc., an industry-leading civil engineering contractor, is part of a joint venture that will design and build a $330 million tollway in San Antonio, Texas. On Wednesday, the Alamo Regional Mobility Authority announced its choice of the Cibolo Creek Infrastructure Joint Venture for the U.S. Highway 281 North Toll project.

Fluor Enterprises Inc. is a co-member of the joint venture with Balfour Beatty Infrastructure. The newly constructed highway lanes will stretch a total of nearly eight miles.

"This area of San Antonio has experienced explosive growth, and the tollway will help accommodate the flow of traffic," said Jim Moynihan, president and CEO of Balfour Beatty Infrastructure. "We're looking forward to working with Fluor Enterprises to provide the people with a first-rate highway that will improve their commute and their quality of life."

Each driver in the toll lanes will pay 17 cents per mile, charged via a vehicle toll tag. Unlike traditional toll roads, there will be no toll plazas and no stops to make payment. Video cameras along the route will track license plates of motorists who have no tags and the state will send bills in the mail.

"We expect this to be a smooth and successful project that will have an extremely positive impact on the area," said Bill Miller, Balfour Beatty Infrastructure's senior vice president and Southwest region manager. "This is the next generation of toll roads and we're looking forward to getting started on it."

Early this fall, Alamo plans to begin building non-toll lanes along U.S. Highway 281 from Loop 1604 to Stone Oak Parkway, then from Stone Oak Parkway to the Comal County line. After this work is complete, the joint venture will build three new toll lanes in each direction. Balfour Beatty Infrastructure and Fluor Enterprises have committed to finishing the job 44 months after they start construction. A combination of public money from the Texas Mobility Fund, a U.S. Department of Transportation loan and bonds backed by future toll revenue will pay for the project.
